मिठास पैदा करने वाली जमीन पर कड़वी राजनीति की पौध

उत्तर प्रदेश का मुजफ्फरनगर फिर चर्चा में हैं। क्योंकि चुनाव पास है। और हर चुनाव से पहले पश्चिमी उत्तर प्रदेश ना सुलगे ऐसा कई साल से हो नहीं रहा। आखिर क्या वजह है कि पश्चिमी उत्तर प्रदेश की मीठी जमीन हर चुनाव से पहले लाल हो जाती है? क्यों पश्चिमी उत्तर प्रदेश की राजनीति गर्मा जाती है। ये कुछ ऐसे सवाल हैं जिनका समय रहते हल खोजना बेहद जरूरी है।

इस बार मुजफ्फरनगर के कैराना से भाजपा सांसद हुकुम सिंह ने एक ऐसा कार्ड खेला जिसके बाद पूरे देश में कैराना रातों रात इस कद्र मशहूर हो गया जैसे कैराना पर पाकिस्तान का कब्जा होने जा रहा है। देश के कुछ मीडिया चैनल इस खबर को इस तरह से परोस रहे हैं जैसे अब पश्चिमी उत्तर प्रदेश में किसान, बेरोजगारी, गरीबी यहां तक की अपराध कोई मुद्दा ही नहीं है। मुद्दा सिर्फ एक है। औऱ वो है पलायन। एक ऐसा मुद्दा जो इस तरह से पेश किया जा रहा है जैसे देश का एक वर्ग दूसरे वर्ग पर कब्जा ही करना चाहता है।

मंशा क्या है?

बीजेपी के कैराना के सांसद हुकुम सिंह का कहना है कि कैराना से सैकड़ों हिंदु परिवारों ने पलायान कर लिया है और ये पलायान जारी है। इसकी वजह पर वो बेहद उटपटांग जबाव देते हैं। यहां तक की वो कई बार एक लिस्ट भी दिखाते हैं। लेकिन, सही जबाव देने के नाम पर वो बगले झांकते नजर आते हैं। वो साफ साफ तो कुछ नहीं कहते लेकिन, इशारों ही इशारों में ये साफ कर देते हैं कि हम ही अपनी ओर से ये एलान कर दें कि देश के हालात बेहद नाजुक हैं। खैर ये तो वो हुकुम सिंह हैं जिनका राजनीति में वजूद ये है कि ये किसी एक पार्टी के कभी होकर नहीं रहे। इनके लिए पश्चिमी उत्तर प्रदेश में एक कहावत सुनी जा सकती है जिसे लोग अक्सर कहते हैं। लोग कहते हैं ‘जिसके देखे तबे परात उसके गाए समिया रात’ यानी जिसकी झोली हरीभरी होती हैं हुकुम सिंह वहीं होते हैं। यानी एक ऐसा नेता जो सिर्फ और सिर्फ मौके की राजनीति करता है। ऐसे में जब बीजेपी के पास यूपी में कोई मुद्दा नहीं है और हुकुम सिंह को लेकर भी भाजपा में कोई चर्चा नहीं है। ऐसे में ये मुद्दा हुकुम सिंह और भाजपा दोनों के लिए फायदे का सौदा हो सकता है अगर उत्तर प्रदेश की जनता गंभीरता से इस मामले को ना समझे तो।

आखिर क्यों बिगड़ाना चाहते हैं माहौल ?

हुकुम सिंह पिछले दो साल से यहां सांसद हैं। इस क्षेत्र में इनकी पकड़ भी अच्छी है और ये एक ऐसे नेता भी हैं जिन्हें लोग जानते हैं। लेकिन, इसी के साथ हुकुम सिंह ये भी जानते हैं कि इस बार अगर भाजपा यूपी में नहीं आती तो उनके लिए कोई ठौर-ठिकाना बचेगा नहीं। बसपा और सपा दोनों ही पार्टी से उनका 36 का आंकड़ा है। कांग्रेस इन्हें गोद लेना नहीं चाहती क्योंकि एक बार नहीं बल्कि दो बार ये कांग्रेस का दामन छोड़ चुके हैं। लोकदल का यूपी में अब अस्तित्व शेष नहीं है। और यूपी में इनका इतना बजूद नहीं कि अकेले दम पर ये यूपी के सिरमौर बन जाए। ऐसे में भाजपा को मुद्दा देकर ये अपनी स्थिति जरूर मजबूत कर सकते हैं। और इन्होंने ऐसा किया भी। फिर चाहे उसके लिए माहौल थोड़ा खराब बी क्यों ना हो जाए।

क्या सांसद पिछले दो साल से सो रहे थे? सरदार वी एम सिंह, भारतीय किसान मजदूर पार्टी

भारतीय किसान मजदूर पार्टी के अध्यक्ष सरदार वी एम सिंह हुकुम सिंह को लेकर कहते हैं। कैराना भाजपा के सांसद द्वारा बनाया जा रहा एक टाइम बम है जो आने वाले दिनों कभी भी फट सकता है। भाजपा के कुछ मंत्री यूपी में लगातार हवा खराब करने की कोशिश में जुटे हैं। पहले गोहत्या पर अब पलायन पर।

सरदार वी एम सिंह कहते हैं। हुकुम सिंह पिछले दो साल से कैराना से सांसद हैं। क्या वो पिछले दो साल से यहां सो रहे थे? क्या उन्हें इस बात की जानकारी ही नहीं हुई कि यहां से कुछ लोग जा रहे हैं? क्या रातों रात ऐसा हो गया? वी एम सिंह कहते हैं ‘ये एक सोची समझी साजिश हैं। जिसे अब अमली जामा पहनाने की कोशिश की जा रही है ताकि वोट बैक को डायवर्ट किया जा सके’। होना तो ये चाहिए था कि इस समास्या को समय रहते बतौर एक सांसद ये हल करते। यहां पलायान क्यों हैं इस पर विचार करते। लॉ एंड ऑर्डर मैनटेन करते। और रोजगार, बेरोजगारी किसानों के मुद्दें को हल करते। लेकिन, अफसोस ऐसा हुआ नहीं। अब मुद्दा उठाकर ये लोग साबित क्या करना चाहते हैं। क्या ऐसा हो सकता है कि पाकिस्तान उत्तर प्रदेश में आ सकता है या उत्तर प्रदेश पाकिस्तान जा सकता है। ऐसा कुछ भी नहीं हो सकता फिर ये मुद्दा ही क्यों हैं? सीधी सी बात है मुद्दा आपस में फूट डालने का है ताकि माहौल खराब हो। वहीं, सांसद का घेराव करते हुए वीएम सिंह कहते हैं कि बतौर सांसद तो हुकुम सिंह को अब इस्तीफा दे देना चाहिए और कह देना चाहिए कि मुझसे मेरा इलाका कंट्रोल नहीं हो पाया। नैतिकता के आधार पर मैं इस्तीफा सौंप रहा हूं। क्योंकि सांसद का काम ही होता है समास्या का समाधान, समास्या को और ज्यादा समास्या बना देना ये सांसद का काम कतई नहीं हो सकता। भाजपा पर बरसते हुए सरदार वीएम सिंह ये भी कहते हैं कि भाजपा के यहां 71 सांसद हैं और 2 अपना दल से सांसद भी बीजेपी के साथ ही है। जब इतने बड़ा आंकड़ा बीजेपी के पास हैं तब ये यूपी के हालात खराब करने की कोशिश कर रहे हैं। मुझे हैरत इस बात की होती है कि क्या फूट डलवा कर ही राजनीति में मुकाम हासिल किया जा सकता है।

सियासी लाभ के लिए दंगे कराना चाहती हैं सपा-भाजपा : मायावती

बहुजन समाज पार्टी (बसपा) की राष्ट्रीय अध्यक्ष मायावती ने पश्चिमी उत्तर प्रदेश के कैराना जाने के लिए भाजपा की निर्भय यात्रा और उसके जवाब में सत्ताधारी सपा की ‘सद्भावना यात्रा’ को आपसी मिलीभगत बताया है। उन्होंने कहा कि इसका मकसद आगामी विधानसभा चुनाव से पहले सांप्रदायिक दंगे कराकर चुनावी लाभ उठाना है। मायावती ने यहां जारी एक बयान में कहा कि वैसे तो कैराना से कथित पलायन के मामले को भाजपा सांप्रदायिक रंग देने के साथ-साथ उसका गलत राजनीतिक लाभ उठाने के लिए काफी जोर लगाए हुए हैं। लेकिन सपा सरकार भी राजधर्म को भूलकर ऐसे तत्वों के खिलाफ कोई कार्रवाई नहीं कर रही है। उन्होंने कहा कि बसपा की मांग है कि भड़काने का काम करने वालों के खिलाफ तत्काल सख्त कार्रवाई की जाए। वरना उत्तर प्रदेश एक बार फिर सांप्रदायिक दंगे की आग में जलेगा। इसकी पूरी जिम्मेदारी सपा और उसकी सरकार की होगी।

समाजवादी पार्टी किसी हाल में यूपी का माहौल बिगड़ने नहीं देगी : राजेन्द्र चौधरी, प्रवक्ता, सपा

समाजवादी पार्टी के वरिष्ठ नेता और प्रवक्ता राजेन्द्र चौधरी कहते हैं कि समाजवादी पार्टी किसी भी हाल में कैराना ही नहीं बल्कि पूरे उत्तर प्रदेश में किसी भी प्रकार की साजिश को सफल नहीं होने देगी। पलायन के मुद्दे पर जानकारी देते हुए राजेन्द्र चौधरी कहते हैं। देखिए, उत्तर प्रदेश के बहुत से हिस्सों से लोग आसपास के शहरों मे काम धंधे के लिए जाते हैं। हम आप बहुत से लोग अपने घरों से दूर रहकर काम कर रहे हैं। इसमें पलायन जैसा कुछ नहीं है। क्या पलायन कर लोग देश छोड़ गए। असल में बीजेपी को ये बात अच्छी तरह से पता है कि उनके पास उत्तर प्रदेश के लिए ना कोई मुद्दा है और ना ही कोई विकास का एजेंडा। बीजेपी के पास सिर्फ और सिर्फ धर्म, जाति के नाम पर लोगों के बीच सियासत करना आता है। और इसी के चलते वो यहां पर भी यही चाहते हैं। मेरा ये कहना है कि अगर दो साल से यहां से पलायान हो रहा था तो यहां के सांसद ने इस बात को संसद में क्यों नहीं उठाया। उन्होंने इसकी जानकारी राज्य की सरकार को क्यों नहीं दी। औऱ तो और इसकी जानकारी अब क्यों दे रहे हैं।

कैराना की हकीकत

कैराना पर इतना राजनीतिक बबाल होने के बाद कैराना जाना ‘अलाइव’ के लिए भी जरूरी हो गया। इसी मकसद से हमारे संवाददाता ने भी कैराना का जायजा लिया। जमीनी हकीकत ये है कि बीजेपी के कैराना से सांसद महोदय ने 346 एसे नाम की सूची जारी की है जो पिछले दो साल मेँ कैराना से अपना बोरियाँ बिस्तरा समेट कर कहीं और चले गए हैष ये सूची किसी सरकारी आंकड़ों से ताल्लुक़ नहीं रखता बल्कि बीजेपी के कर्यकर्ताओ ने घर घर जाकर जुटाई जानकारी के आधार पर बनाई है। हमने सारा दिन कैराना में घूम घूम कर लोगों से बात की। हमे यहां सोहन पाल मिले। 50-55 साल के सोहन पाल यहां बर्फ का काम करते हैं। मुख्य शहर से थोड़ा बाहर मुस्लिम परिवारों की रिहायश के बीच है ये फैक्ट्री। धूप में जल कर काला पड़ चुके चेहरे पर बढ़ी सफ़ेद दाढ़ी किसी डर का एहसास तो नहीं करा रही थी मुझे। सोचा शायद बात करने पर वो डर दिख जाए जिस डर से यहाँ के लोग पलायन करने को मजबूर है जैसी की माननीय सांसद महोदय हुकुम सिंह दावा कर रहे है। बात करते समय किसी भी तरह की कोई झिझक तो दिखी नहीं, बात करते करते इक बात उसके मुँह से निकली जिसने थोड़ा सा पलायन करने के एक कारण पर रोशनी डाल दी और वो थी ‘रंगदारी’ ।

50 हजार से लाख के बीच की जनसंख्या वाले कैराना में हिंदू परिवार महज़ नाम मात्र के ही है, पिछले कुछ साल से बदमाश यहां के व्यापारियों को रंगदारी के लिए मजबूर कर रहे है। जिसने दे दिया उसकी सांसें चल रही है जिसने नहीं दी उसे सरे आम दिनदहाड़े गोली मार कर मौत के घाट उतार दिया। ये ही डर यहां के लोगों के पलायन का एक कारण भी है। इसे इत्तफ़ाक़ ही कहेंगे की ज़्यादातर पलायन करने वाले हिंदू परिवार हैं। उसी बर्फ़ खाने के ठीक सामने चौधरी जमील की फैकट्री है साथ में उसका भरा पूरा घर , घर के साथ एक डेरी जो की मोहिंदर सिंह की है। सदियों से इसी कैराना में सुख दुख के पलों का एहसास किया। बात करने के लिए जैसे ही पहले में जमील के पास गया तो उसने आवाज़ लगाकर मोहिंदर को बुलाया और कहा आप पहले इन से बात करो, ये ही बेहतर बताएंगे की आख़िर किस बात का डर है और क्या ये भी सांसद की लिस्ट में 347वां नाम लिखवाना चाहते है । बचपन से साथ खाने खेलने वाले दोनों दोस्त और पड़ोसी इस तरह से सांसद महोदय की सूची और दावों की धज्जियाँ उड़ा रहे थे । सब एक ही बात दोहरा रहे थे कि माहौल ठीक है बस बिगाड़ने की कोशिश की जा रही है। सड़क पर चलते लोग भी इसी की तस्दीक़ कर रहे थे। चैनलों पर एक पिक्चर हाल के टूटने की कहानी भी चल रही थी, कि मालिक ने इसे बेच दिया है और रवानगी की तैयारी में है कैराना से। हांलाकि हाल मालिक से तो बात नहीं हो सकी लेकिन आस पास के लोगों से बात की तो पता चला की पिक्चर हाल चल नहीं रहा था, खरीदार कोई मिल नहीं रहा था और जो भी मिल रहा था तो दाम नहीं दे रहा था। ऐसे में मलबा बेच कर और फिर प्लॉट काट काट कर बेचना मलिक को ज़्यादा फ़ायदे का सौदा लगा। बहरहाल सच को ढूंढ़ने में जुटी यूपी पुलिस का भी कहना है की सूची के 150 परिवार का पलायन तो हुआ है पर कारण डर नहीं बल्कि बेहतर रोज़गार और अपने व्यापार को बढ़ाना है। और ये कोई दो साल से नहीं बल्कि कई साल से चल रहा है। हांलाकि सांसद महोदय इन सब के बावजूद रुकने का नाम नहीं ले रहे एक और लिस्ट के साथ मीडिया के सामने आ खड़े हुए, इस बार कहानी कैराना नहीं कांधला की है। लेकिन सांसद जी के सुर इस बार थोड़ा सा बदला सा है, अब मामला सांप्रदायिक नहीं क़ानून व्यवस्था का है।

कैराना के मामले पर अब बीजेपी बैकफुट पर है। औऱ सपा, बसपा और कांग्रेस तीनों ही बड़ी पार्टी भाजपा पर चुटकी ले रही है। कैराना सांसद को भी शायद अपनी गलती का अहसास हो चला है और धीरे धीरे वो भी मामले पर गाहे वगाहे अलग अलग तर्क देते दिखाई दे रहे हैं। वहीं, सवाल ये भी उठता है कि क्या हमारे देश के कुछ नेता लोगों के बीच गलतफहमी और गफलत फैला कर ही राजनीति करते रहेंगे या फिर कभी ठीक मुद्दों पर भी चुनाव भी लड़ेंगे या कभी देश के लोगों की तकलीफों को भी दूर करेंगे जिसके लिए वो चुनाव लड़कर शपथ लेते हैं।

बहरहाल, कैराना में शांति हैं। और यहां के आमजन अपने नेताओं की जमकर खिल्ली उड़ा रहे हैं। और ये शायद सही भी है क्योंकि देर सबेर देश के लोग ऐसे लोगों की राजनीति और मंशा को समझ जो रहे हैं।

कौन हैं बाबू हुकुम सिंह

उत्तर प्रदेश के मुजफ्फरनगर जिले के कैराना लोकसभा सीट से बीजेपी सांसद हुकुम सिंह इन दिनों समाचारों की सुर्खियों में बने हुए हैं। उन्होंने एक लिस्ट जारी कर आरोप लगाया कि सांप्रदायिक ताकतों के चलते वहां बसे कई हिन्दू परिवारों को घर छोड़ने पर मजबूर होना पड़ा है। बाद में हुकुम सिंह अपने बयान से पलट गए और उन्होंने कहा कि यह मामला कानून व्यवस्था का है, सांप्रदायिकता का नहीं है। उन्होंने यह भी कहा कि सांप्रदायिक रंग देकर कुछ लोग इलाके के गुंडों को बचाने की कोशिश कर रहे हैं।

खैर, जो भी हो हुकुम सिंह खबरों में हैं और चर्चा में लगातार बने हुए हैं। कैराना पर सूची जारी करने के बाद उन्होंने कांधला तहसील की भी सूची जारी की और आरोप लगाया कि यहां के लोग भी पलायन को मजबूर हैं।

पढ़ाई में बेहद होशियार थे हुकुम सिंह

बीजेपी सांसद हुकुम सिंह मुजफ्फरनगर के कैराना के ही रहने वाले हैं। 5 अप्रैल 1938 को जन्मे बाबू हुकुम सिंह पढ़ाई में काफी होशियार थे। कैराना में ही 12वीं तक की पढ़ाई के बाद परिजनों ने आगे की पढ़ाई के लिए उन्हें इलाहाबाद विश्वविद्यालय भेजा। वहां पर हुकुम सिंह ने बीए और एलएलबी की पढ़ाई पूरी की। इस बीच 13 जून 1958 को उनकी शादी रेवती सिंह से हो गई। उन्होंने वकालत का पेशा अपना लिया और प्रैक्टिस करने लगे। उस समय के जाने माने वकील ब्रह्म प्रकाश के साथ उन्होंने वकालत शुरू की।

जज की नौकरी छोड़ सेना में हुए शामिल

इसी दौरान उन्होंने जज बनने की परीक्षा पीसीएस (जे) भी पास की। जज की नौकरी शुरू करते, इससे पहले चीन ने भारत पर हमला कर दिया और तत्कालीन प्रधानमंत्री जवाहर लाल नेहरू ने युवाओं से देश सेवा के लिए सेना में भर्ती होने के आह्वान पर वो सेना में चले गए। 1963 में बाबू हुकुम सिंह भारतीय सेना में अधिकारी हो गए। हुकुम सिंह ने बतौर सैन्य अधिकारी 1965 में पाकिस्तान के हमले के समय अपनी टुकड़ी के साथ पाकिस्तानी सेना का सामना किया। इस समय कैप्टन हुकुम सिंह राजौरी के पूंछ सेक्टर में तैनात थे। 1969 में हुकुम सिंह ने सेना से इस्तीफा दे दिया और वापस मुजफ्फरनगर आ गए।

मौके की राजनीति करने में माहिर के हुकुम सिंह

कुछ ही समय में वह अपने साथी वकीलों के बीच काफी लोकप्रिय हो गए उनके कहने पर बार के अध्यक्ष पद का चुनाव लड़ लिया और 1970 में वह चुनाव जीत भी गए। 1974 तक उन्होंने इलाके के जन आंदलनों में हिस्सा लिया और लोकप्रिय होते चले गए। हालत ऐसे हो गए थे इस साल कांग्रेस और लोकदल दोनों ही बड़े राजनीतिक दलों ने उन्हें विधानसभा चुनाव लड़ने के तैयार थे। काफी सोच विचार के बाद उन्होंने कांग्रेस के टिकट पर चुनाव लड़ा और चुनाव जीत भी गए। अब हुकुम सिंह उत्तर प्रदेश की विधानसभा के सदस्य बन चुके थे। 1980 में उन्होंने पार्टी बदली और लोकदल के टिकट पर चुनाव लड़ा और इस पार्टी से भी चुनाव जीत गए। तीसरी बार 1985 में भी उन्होंने लोकदल के टिकट पर ही चुनाव जीता और इस बार वीर बहादुर सिंह की सरकार में मंत्री भी बनाए गए। बाद में जब नारायण दत्त तिवारी मुख्यमंत्री बने तो उन्होंने हुकुम सिंह को राज्यमंत्री के दर्जे से उठाकर कैबिनेट मंत्री का दर्जा दे दिया।

मुजफ्फरनगर दंगों का आरोप भी लगा

2007 में हुए चुनाव में भी वह विधानसभा पहुंचे। 2013 में मुजफ्फरनगर दंगों के आरोप भी हुकुम सिंह पर लगे। 2014 में बीजेपी के टिकट पर गुर्जर समाज के हुकुम सिंह ने कैराना सीट पर पार्टी को विजय दिलाई। इस लोकसभा चुनाव में पार्टी को यूपी में अभूतपूर्व सफलता मिली। उनको जानने वाले और उनको मानने वाले तो यह तक मान रहे थे कि नरेंद्र मोदी सरकार में उन्हें मंत्री पद भी मिलेगा, लेकिन ऐसा हुआ नहीं। और शायद यहीं वजह भी है कि वो भाजपा में अब अपनी स्थिति दर्ज करवाना चाहते हैं।

WORLD CULTURAL FESTIVAL- MORE CONTROVERSIES THAN CELEBRATIONS

The kumbh mela of culture began yesterday amidst a lot of controversies and troubles. Nearly 36,000 artistes from around the world were set to perform on what is possibly the world’s largest stage. With hailstorm and rains, swarms of visitors flooded the venue to have a look at the most troublesome festival in the recent years. We take a look at what exactly happened.

The World Culture Festival was given permission by the National Green Tribunal (NGT), with some terms and conditions. The Art of Living Organisation is supposed to take permission from the fire department before initiating the event and even the structure of the stage and panel had to be checked and granted approval. Sri Sri Ravi Shankar was dissatisfied because of NGT’s diktat and expressed that he would appeal to the court to oppose this. He tweeted saying, “We are not happy with the decision, we will appeal”.What is the entire fuss about?

The National Green Tribunal has issued a notice to seek answers on this matter till 11 February to the Delhi Government, Delhi Development Authority and the Art of Living Organization.Here are the details of the entire controversy surrounding the event:The notice issued by the bench headed by the chairperson of NGT, Justice Swatantra Kumar issued a notice to the Delhi government, DDA and Sri Sri Ravi Shankar after hearing the appeal of Yamuna Jiyo Abhiyan’s director and environmentalist Manoj Mishra.Manoj Mishra says, “Yamuna floods plain is a home to biodiversities. But the land has been leveled up and the forests surrounding the area have been burnt down to organize the event which has in turn destroyed the land around Yamuna forever.”

The accusation is that DDA went against the NGT’s orders of ‘Active Yamuna Floods Plain’ to grant approval for organizing the event.The construction work for the event comes under the 10 year tenure for the flood area whereas the NGT has prohibited any kind of construction or organization of event on the area from the past 25 years.The Principal Commissoner of DDA, JP Aggarwal however has a different approach. He argues that Akshardham temple and DTC’s Millennium bus depot have been constructed over Yamuna’s area. That didn’t cause any destruction.He also added, “There are a lot of unauthorized colonies built over Yamuna’s banks, people have inhabited the place, agricultural practices are going on. If this is not harming the environment, then how will the organization of the festival will make any difference?”According to the website of the festival 35 lakh participants are expected to participate in the event from 155 countries. But, only 2-3 lakhs of people were expected to join in according to the institution’s directive presented in the court, but the scale at which the event is organized tells a different story.

The director of Art of Living, Gautam Vig looks satisfied with the preparations for the event. He says that they have followed DDA’s orders for authorized construction and haven’t dumped anything in Yamuna. He also says, “We have been accused of dumping garbage but on the contrary we have cleaned the garbage worth 500 trucks and I have always informed the DDA on 14th December about this on a letter head.”But the pictures tell a different story. The signs of garbage dumping on the area are evident which are being used to fill the holes on Yamuna’s banks. The road roller has been used over the land to level it up later on. There are even signs of altering the direction of Yamuna’s main stream too.

The NGT asked a team of DDA officials headed by IIT Delhi’s Professor, AK Gosain to submit a report on the construction work taking place on Yamuna’s bank on 16 February.Both the reports were submitted to NGT on 19 February. Afterwards, a principle committee headed by Shashi Shekhar along with the Environment and Forest Ministry were sent by the NGT to enquire about the construction process. The reports were submitted on 23 and 26 February.

All the reports agree on common grounds that the rules were flouted for the construction process and Yamuna’s biodiversity was put at stake.The committee headed by Shashi Shekhar demand a penalty of 100-120 crores from the organizers of the event so that the garbage dumped on the banks can be cleared and the land can be revived.

On the other hand, Professor Gosain said in his report that the organization of the event is on such large scale that it is impossible to capture the ongoings on camera. He says to grant approval for the organization of this event will set a bad example for the nation.

BIG BOYS TURN LOAN DEFAULTERS

Hori, the pauper hero of Munshi Premchand’s classic novel Godan keeps striving all through his life to grow as much quantity of grains from his fields as would be enough to pay back all of his loans. But till his last breath, Hori fails to pay his dues and just before the moment of his death he donates his last asset, a female calf, in a hope to get a better life in his next birth. This is not the anguish of Hori alone. Every person from middle and lower strata feels this pinch. For them loan is like an incurable disease which they want to get rid of at any cost.

The prevailing financing environs of the country depict a gloomy picture. Nonperforming assets (NPA) of most of the government banks is increasing at an alarming rate. In other words, it means that list of defaulters is growing every year and amount that they have usurped has put a heavy burden on the banks. This is also a burden on honest customers because it makes loan sanction conditions more stringent and difficult only because these government banks are heading towards heavy loss.

Although, banks are empowered to take direct action against the defaulters but they seem to look in different direction. Moreover, if there were one or two defaulters, it would hardly have any impact on the financial health of the concerned banks. Banks can to do their daily transactions while initiating legal action against the defaulters who are not paying their EMIs regularly. But things have gone out of control in India. Nonperforming assets (NPA) have grown to such an extent that even the Reserve Bank of India (RBI) as well as the Finance Ministry is worried about it.

If the defaulter happens to be a petty businessman or business house, their assets could be impounded and put on auction to recover the loans. But the current NPA is not a petty sum. Loans converted into NPAs run into huge sums, ranging from some crores of rupees to several thousand crores. As per the applicable rules, if a person does not pay installments of his loans for consecutive three months, then he is put in defaulters’ list. But here big fish are involved. Most of them do not payback even the capital amount for years together but still evade any legal actions by the banks.

Then they make proposals that their loans should be reorganized so that they face no difficulty in paying back their loans. In the name of reorganizing, they are offered huge discounts also. At times bridge loans are sanctioned to ensure that they get temporary relief and do not get into the defaulters list. This gives a wrong message to those who honestly keep paying back their loans. In many cases no reorganization occurs and the loan amount is considered ‘sunk’ and declared NPA.

NPA of government banks is increasing continuously. It stood at Rs.3.14 lakh crore in September this year. This amount is equal to 5.64 percent of the total loan amounts sanctioned by the banks. Harms caused by ever growing NPA to the country’s economy is no hidden secret. Since, most of the capital of the banks is stuck in loans, it affects their income badly. Secondly, the running capital also diminishes in the same proportion. Several good projects with potential of huge job creation remains pining for finance or are shelved forever. Loan is available for meeting some basic requirements only. Thus, not only a few projects but entire economy suffers in longer terms. And ultimately it affects the growth rate of the country.

Apparently, other honest customers have to face the brunt of this defaulting tendency. In order to recover this stuck up capital, banks usually tend to increase interest rates on the new loans, which leads to increased installments of loans taken for home, vehicle and business by the common people. Commonly, increase in NPA is seen linked with shabby condition of economy. Means, if any sector of economy performs poorly for some reasons, then there are more apprehensions loans stuck up in that particular sector.

The good news, however, is that the government seems to be getting serious about NPA. Prime Minister Narendra Modi hinted at this while speaking in the parliament during a debate on NPA that his government is taking this matter seriously. Finance Minister, too, looks quite serious. Now, it is to be seen what and how contribution those people will make in country’s progress who are responsible for ever increasing NPA of government banks.

Who owes how much

Reliance ADG – 1.13 lakh crore

Headed by Anil Ambani, ADG Group has the greatest loan amount. They owe up to Rs. 1.13 lakh crore to the government banks. Anil Ambani’s company is active in the fields of defence, finance, telecom, energy and entertainment. Balance sheet of March 2015 shows a loss of Rs. 1.25 lakh crore to Anil Ambani’s company.

VedantaGroup – 90,000 crore

According to a report of Credit Suisse, Vedanta Group of Anil Agrawal owes Rs. 90,000 crore to banks. It is the second largest defaulter after ADG. The company has to payback a loan of $100 crore (around Rs. 6.694 crore) from the next financial year and thereafter it has to pay back $ 150 crore (Rs. 10,000 crore) every year for the next two years.

Jaiprakash Associates Group 85,000 crore

JP group is active in infrastructure, power and cement business. Owned by Manoj Gaur, JP Group owed a loan of Rs. 85,726 crore till 31 March 2015; while company’s total assets were worth Rs. 1 lakh crore. The company is selling some of its assets to reduce its loss margins and under the scheme has put its Delhi-Agra Expressway for sale recently.

Adani Group Rs. 72,000 crore

Adani Group is owned by Gautam Adani. Company owes a total of Rs. 72,632 crore as loans to several banks. Financial analysts had raised questions when State Bank of India sanctioned a loan of $ 100 crore for acquiring mining contracts in Australia last year. Company is already under heavy loans. Then how much appropriate it is to sanction fresh loans for the company. Company’s short term loans stand at Rs. 17,267 crore and long term loans at Rs. 55,364 crore.

JSW Group Rs. 58,000 crore

Owned by Sajjan Jindal, JSW Group owes total Rs. 58,000 crore as loans. Sajjan Jindal has hit the news headlines for his mediatory role in arranging a meeting between Prime Minister Narendra Modi and his Pakistani counterpart Nawaz Sharif. JSW is the big Jindal group company active in steel sector.

ARE ANTIBIOTICS AIDING OR KILLING LIFE?

Rampant use of antibiotics has become an incurable disease in itself

Think of antibiotics and picture of such medicines gives us the illusion of health – bringing to us magical curable effects for our body and health . It is a common belief that by simply consuming antibiotics, we will get rid of infectious diseases that torment us. They will protect us even if the disease is present in epidemic form, and is threatening to wipe out the entire population. However, the antibiotics we are talking about are far more harmful today, than beneficial to humankind.

Since their chance discovery by Nobel Prize winning Scottish scientist Alexander Fleming in 1928, antibiotics have covered a long distance. Today we have thousand of antibiotics on the store shelves of pharmacies – both natural and artificial – that have been developed by laboratories around the world. For decades they have been used for the treatment of scores of diseases that once were thought to be incurable, but now have become manageable with the advent of antibiotics. That being said, the other side of the coin is however, not that bright. In our eagerness to beat diseases and epidemics, we have become so used to antibiotics that now our whole existence has come to depend on them. Use of antibiotics has brought about immunity issues and overuse is becoming an incurable disease and the humankind is unable to come out of the stranglehold of antibiotics.

“Why have you not completed the course of antibiotics? I had told you that you would need to take these medicines for at least ten days. If you don’t complete the antibiotics course, you know, then these medicines will not kill all the germs present in your body.” This is a typical conversation between a doctor and his patient at a government hospital in Delhi. We ourselves have become a part of such conversations when we are afflicted by some disease. Doctors invariably suggest us to complete antibiotics course with full caution and adequate redundancy, so that we heal even if we forget a dose or two. We faithfully obey doctor’s command without questioning the extra dose and unmindful of how taking antibiotics for longer period of time diminishes our immunity power against diseases and, in the process, makes our body hollow from inside.

According to child specialist Dr. PK Purthy of Delhi’s Sir Gangaram Hospital, now children taking birth in India have become so immune to antibiotics that only a few antibiotics are effective on them. This trend is recent and has begun since the last five years, but it points towards an alarming future. For India, this trend is particularly dangerous because infant mortality rates are already high in the country and it is poised to grow higher in future if antibiotics become ineffective on children, as pointed out by Dr. PK Purthy.

According to Dr. PK Purthy, there was no big social or economical reason behind falling infant death rate in India. If infant death rate came down in previous few years then its reason was wide dependence on antibiotic medicines used in controlling infectious and bacterial diseases among new born babies. If, for some reasons, these antibiotic medicines are rendered ineffective, then death rate of new born babies will grow gain. Not only kids, there is big risk of spread of bacterial infections among grownups and old age people.

The Tuberculosis immunity

Senior Resident of Majeedia Hamdard and pathologist at Ram Swarup TB Hospital at Delhi’s Mehrauli area, Dr. Hamid Majid says that the biggest danger is of the diminishing effectiveness or efficacy of antibiotics used in treatment of tuberculosis (TB). Doctors have time and again warned that if these drugs completely lose their power to kill TB causing bacteria, then India will again plunge in that age of history when TB was an incurable disease in the country. If this happens it won’t take long before someone who catches TB will have no option but to spit bloody sputum for many months and wait for his or her imminent death.

Antibiotics are an indispensable part of modern medical system. But with the speed they are losing their efficacy in fighting diseases, indicates a bleak future with frightening consequences. नरेन्द्र दमोदरदास मोदी फेल, अब आगे होगा क्या ?

बिहार में बीजेपी अपना चुनाव हार गयी है। ये हार बीजेपी से ज्यादा देश के प्रधानमंत्री नरेन्द्र दामोदरदास मोदी की हार है। और ये पहली बार नहीं है बल्कि दिल्ली के बाद दूसरी बार है। अब देश के हाई टेक और इलेक्शन को मैनेज करने वाले प्रधानमंत्री नरेन्द्र मोदी आगे क्या करेंगे? या ये कहे की आगे की बीजेपी की रणनीति क्या होगी।

क्योंकि बिहार की हार के साथ ही बिहार में प्रधानमंत्री द्वारा घोषित सभी पैकेज रोक दिए जाएंगे। यानी बिहार के साथ भी दिल्ली की ही तरह वर्ताव किया जाने वाला है। क्योंकि केन्द्र में बीजेपी की सरकार होगी और राज्य में नीतिश – लालू की। ऐसे में ये ही नहीं सकता की मोदी किसी भी एंगल से नीतिश – लालू गठबंधन का समर्थन करें या बिहार के विकास में महत्वपूर्ण भूमिका निभाएं। क्योंकि अगर ऐसा करने की नीयत प्रधानमंत्री की होती तो वो सबसे पहले दिल्ली में ही दिखाई देती। लेकिन, ऐसा हुआ नहीं।

वहीं दूसरी ओर चिंता की एक बड़ी वजह ये भी है कि इस पूरे राजनीतिक भूगोल में भारतीय लोकतांत्रिक व्यवस्था भी कमजोर पड़ रही है। जाति और धर्म के नाम पर सत्ता पर पार्टियां काबिज हो रही है और ऐसे में पार्टियों की राजनीतिक सोच क्या होगी ये छुपा नहीं है।

और प्रधानमंत्री मोदी के लिए ये एक ऐसी चुनौती है जिससे पार पाना शायद उनके लिए आसान नहीं होगा। क्योंकि इस हार के साथ ही उनकी ताकत पार्टी और देश दोनों में कम हो जाएंगी। और अगर हार का सिलसिला नहीं रूका तो आगे 2016 में पांच राज्यों में चुनाव होना है जिसमें पौंडिचेरी, असम, तमिलनाडू, पश्चिम बंगाल और केरल हैं। इन पांचों राज्य में मोदी शायद ही बीजेपी को जीत दिला पाएं। ऐसे में पूरे देश के हालात क्या हो सकते हैं। इसे दिल्ली की राजनीतिक उठापटक से समझा जा सकता है। ऐसे में होगा क्या? ऐसे हालात में पूरे देश में सिविल वॉर जैसी स्थिति पैदा हो सकती है। केन्द्र और राज्य के बीच तालमेल नहीं होने के चलते पूरे देश में असमंजस की स्थिति पैदा होगी। यानी सत्ता में बीजेपी और राज्यों में दूसरी पार्टी। और केन्द्र कभी नहीं चाहेगा की उसकी सत्ता को कोई ललकारे। इस तरह से सत्ता और राज्यों के बीच टकराव होगा ही होगा।

ऐसे में प्रधानमंत्री मोदी को नए सिरे से रणनीति बनानी होगी। उन्हें समझना होगा कि जब तक राज्यों में केन्द्र का दखल कम नहीं होगा और राज्यों की समस्या को केन्द्र नहीं समझेगा तब तक मुखिया की हार तय होती रहेगी।

अब बात बीजेपी पर आरएसएस के नियंत्रण की भी होनी ही चाहिए। क्योंकि बिहार से मिली हार में संघ का भी बहुत बड़ा हाथ है। ना संघ आरक्षण के मुद्दे पर अपनी राय देता और ना ही बीजेपी के नेताओं को हर रैली, महासभा में आरक्षण पर सफाई देनी पड़ती। अब प्रधानमंत्री को ये भी समझना चाहिए कि देश में उन्हें जो समर्थन मिला वो मजदूरों से मिला। और मजदूर को जात, पात या धर्म की लड़ाई नहीं चाहिए। उसे चाहिए रोजगार, मकान, और रोटी। और मजदूर ही क्यों? देश के हर नागरिक को रोजी रोटी और कपड़े के अलावा विकास के साथ वो तमाम सुविधाएं चाहिए जिससे जीवन बेहतर बनता है। सिर्फ अच्छे दिन आ गए, कह कर काम नहीं चल सकता। अच्छे दिन लाकर भी देने आने चाहिए।

और अब बात बीजेपी के ही अंदर फूट की। जो अब धीरे ही सही पर दिखने लगी है। आज अडवाणी जी का जन्मदिन भी है। और आज मोदी ने उनके लिए गुलदस्ता भेजा। लेकिन, अडवाणी और सुषमा स्वराज ने नीतिश को फोन पर बधाई दी और नीतिश कुमार ने अडवाणी को। अब इस बात को भी प्रधानमंत्री मोदी को समझऩा होगा की अब पार्टी में ही उनके खिलाफ आवाज जल्द ही उठ सकती है।

तो ऐसे में अब प्रधानमंत्री क्या करेंगे। क्या बीजेपी अपने पुराने ढर्रे पर जाएगी और एक बार फिर मंदिर का राग अलपेगी या फिर हिंदुत्व पर राजनीति करने वाली पार्टी नए सिरे से आत्ममंथन कर आगे की रणनीति तैयार करेगी। हो कुछ भी लेकिन इतना तय है कि अब प्रधानमंत्री को एकांत में इस हार पर आत्ममंथन करना चाहिए और सोचना चाहिए की जो मौका उन्हें मिला है वो फिर उन्हें कभी मिलेगा नहीं ऐसे में उन्हें इस मौके को कैसे स्वर्णिम इतिहास बनाना है इसपर विचार करना ही होगा। ताकि फिर कोई बजीर शंहशाह को मात ना दे।
